Mensah, who is nicknamed 'the Rock of Gibraltar', has nearly 60 caps for his country and is the current vice-captain.
He featured for Ghana in the 2006 World Cup and was also named in the All-Star team for the African Nations Cup.
Mensah began his career in the Ghanaian capital with MBC Accra and caught the eye of Italian Serie A outfit Bologna.
The defender went on to play for Chievo Verona, US Cremonese, Swiss outfit AC Bellinzona, Genoa and Modena, before joining French side Stade Rennais in January 2006.
He made more than 60 Ligue 1 matches for Rennais before attracting the attention of Lyon, who paid 8.4m Euros for him in July 2008.
Mensah becomes manager Steve Bruce's sixth signing of the summer, joining Paulo da Silva, Lee Cattermole, Lorik Cana, Fraizer Campbell and Darren Bent at the Stadium of Light.
