German midfielder Boateng was expected to join Pompey after Spurs made it clear the 22-year-old - who had a spell on loan with Borussia Dortmund last season - was available.
The clubs were reported to have agreed a few of around £4m, and Portsmouth confirmed on their official website that the deal has gone through.
Pompey manager Paul Hart said: "Kevin's a good player, and I'm thrilled that we've managed to get him here.
"He's a young player who wants to prove something. Like all players we've brought in, he's got something to prove.
"He's got tremendous ability, and we hope we can provide the environment to channel that."
