The draw saw the Gunners all but secure third place while City closed the gap with fourth place rivals Tottenham Hotspur, who lost to Manchester United earlier in the day.
Much of the pre-match hype had surrounded the return of former Arsenal striker Emmanuel Adebayor, but he was left on the bench by City manager Roberto Mancini before being introduced at the start of the second half.
Arsenal had the better of possession, yet only tested Shay Given a couple of times before the City keeper went off with a suspected broken shoulder.
